Spain's Ministry of Transport will be announcing a tender for studying the tunnel and bridge options to cross the Guadalquivir river in Sevilla, writes Andalucía información. An answer will come in around 2,5 years The chosen option will allow Sevilla's ring road bypass SE-40 to connect the both shores of the river. A issue which has been in limbo in the past several decades.

According to Javier Herrero, General Director of Highways of the Ministry, if the results of the study comes in 2023, then a bridge could be constructed by 2026 and a tunnel by 2028.

Tunnel works which have been stopped in 2012 (after the TBM ran into difficulties water-tightness of the geology in 2008) has been written off as unsafe. Hence, if the tunnel option is chosen, it will be a new route, a new design for the new tunnel. Also the new tunnel will be around 5km long whereas the old tunnel construction was aiming a 2,7km long route. Meanwhile, the contractor of the old tunnel still needs to be compansated at the rate of 6% according to the Mr Herrero.

From what I read in the Andalucía información piece, in general the tunnel option is considered a more complex option: https://andaluciainformacion.es/sevilla/935602/tunel-o-puente-para-la-se-40-en-sevilla-la-respuesta-estara-en-dos-anos-y-medio/#!

    Update on 17-December 2020

After the abandonment of tunnel works in 2012 due to water leaks, a fresh attempt from scratch for Sevilla's SE-40 proposed tunnel under the Guadalquivir river reaches a new stage.

Diario de Sevilla reports that the General Directorate of Roads of the Ministry of Transport, Mobility and Urban Agenda has announced a €1,094,000 tender on 15 December 2020 for a new study on whether a tunnel or a bridge should be built in the river crossing. The winning contractor will prepare the business cases for alternatives and the environmental impact study. First draft must be submitted in 10 months. After a 6-months of public consultations, the final draft will be prepared.

When evaluating the bids, the ministry officials will give following weights to different aspects: technical offer (45%), economic offer (35%), experience of the author of the study (5%), the experience of the Environmental Integration Team Leader, the experience of the Tunnel Team Leader (5%) and the experience of the Head of structures (5%).
