Twin two-lane tunnels will accommodate four lanes of traffic for a total of eight lanes of capacity across the water and will be constructed as bored tunnels. Estimated completion in November 2025, while internal planning documents suggest no later than 2028.

The design-build team includes Dragados USA, Vinci Construction, Flatiron Constructors, Dodin Campenon Bernard, HDR and Mott MacDonald.
