    NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”

The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”

    Detailed Job Description Summary:

    Working as part of a multi-disciplinary team in the Engineering Department, a Lead TVS Engineer is required to combine their technical experience and knowledge for providing oversight to activities relating to the Tunnel Systems including but not limited to pumped drainage, fire main, evacuation walkway and Tunnel Ventilation System design and implementation and ensuring robust justifications and technical assurance can be produced in assist of the Tunnel Systems product Safety Cases and eventual NEOM Project Safety Case.
    Assist the Design Project Manager, Systems Assurance and Integration Manager in the management of the Signaling System delivery for the Backbone design in accordance with the Programme and the requirements of the client. Coordinate and monitor the development of the design consultant’s planned activities and provide progress reports to Design Project Management, highlighting performance to plan.
    A key part of this role is the collaboration with the design consultant and the client. Working with the Design Project Manager, the Lead TVS Engineer shall establish regular meetings with the design consultant, various client sectors, and external stakeholders as required for managing, coordinating, and assuring the design. Plan and organize the review of the design consultant’s deliverables, interfacing with subject matter experts and design review teams. Provide quality assessment reports to Project Management and the client. Assist the Contracts Department and Construction teams in pre-construction and post contract award activities.

    Job Duties:

    ·      Management of workloads for all Tunnel Systems relevant Engineering activities so that they result in affordable and meet Programme requirements in a safe and environmentally responsible manner for time, cost and quality.
    ·      Plan, coordinate, manage and monitor the review of TVS design deliverables produced by the client’s design consultant including reports, providing feedback to the Design Project Manager regarding progress, key issues and risk.
    ·      Assist the System Assurance and Integration Manager with the review and acceptance of the design and delivery contractors Safety Cases for the elements, products and systems being delivered. The review and acceptance of the safety cases will take account of the safety argument and the safety evidence put forward incrementally, including assisting safety analyses and other assisting evidence/justifications.
    ·      Coordinate and manage the design review of the design consultant’s hazard and risk logs and the design and delivery contractors HAZIDs, HAZOPs, IDCs/IDRs, QRAs, etc., sessions with Executive Project Management Engineers in line with the NEOM Projects processes.
    ·      Assist the identification of risk and measures including system safety analysis associated with the above HAZIDs, HAZOPs, IDCs/IDRs, QRAs and other safety risk assessments and ALARP justification.
    ·      Assist the preparation and implementation of system safety assurance documentation and requirements management processes.
    ·      Assist the flow down of Tunnel Systems requirements along with the review of verification and formalizing information and data received from other entities.
    ·      Assist the NEOM Projects Self-sufficient Safety Assessor’s (ISA) review & coordinate the activities for the resolution and closure of observations raised.
    ·      Providing inputs into the common NEOM Projects risk register and participating in its regular review during the life of the project.
    ·      Ensuring Tunnel Systems stage works considerations are addressed in the contractor's design.
    ·      Undertaking reviews of contractor inspection and test plans relating to Tunnel Systems.
    ·      Undertaking reviews of contractor handover plans.
    ·      Assist NEOM Projects in the liaison with Shadow Operator, ISA and Rail operators appointed.
    ·      Coordinate the response to comments raised on deliverables by the likes of subject matter experts, the design review team, the Self-sufficient Checking Engineer, and Self-sufficient Safety Assessors.
    ·      Ensure that robust safety management process is undertaken within the Consultant and subsequent design and delivery contractors and identify any risks in the design of the operational railway.
    ·      Ensure the buildability of the proposed TVS design and suitability of materials.
    ·      Coordinate engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors.
    ·      Coordinate and visit the jobsite as required, to resolve problems, interpret drawings and documents and provide technical assist during the construction phase.
    ·      Coordinate with other disciplines, consultants, and attend project meetings from time to time.
    ·      Coordinate with Contracts Department and Construction teams for assisting the pre-construction procurement process and the checking and assembly of the design documentation for issue as design-build or design-bid-build tender packages as required.
    ·      Review contractor’s construction drawings, respond to technical queries and technical submittals to ensure compliance with design intent.
    ·      Review changes or deviations in TVS design scope, material quantities, budget or schedule, and assist particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
    ·      Participate in site visits and investigations led by designers.
    ·      Take an active role in TVS design reviews, interdisciplinary design reviews and provide comments.
    ·      Take an active role in the client’s Stage Review and Approval Procedure.
    ·      Chair discipline specific meetings and record actions.
    ·      Represent the client in technical meetings and Value Engineering analysis.
    ·      Perform work that involves conventional TVS design practice but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements.
    ·      When delegated, assumes a lead technical role over other engineers or project subgroups for completing specific tasks.
    ·      Assist in on-the-job-training of assigned personnel and provide input for their performance evaluations.
    ·      Review and check work of subordinate engineers.
    ·      Provide guidance for assured design quality and compliance with the client’s requirements, design guidelines, statutory requirements, local and international codes, standards and norms, and international standards of self-sufficient firms that are carrying out the detailed design.
    ·      Report progress, critical issues and risk to EPM design manager

    Qualifications/Experience Essential Technical Skills:

    ·      Degree or postgraduate qualification in science, engineering from an accredited university or equivalent qualification with 15+ years of relevant experience in TVS design management of Rail Projects.
    ·      Experience of the different Tunnel Systems for High-Speed Rail, freight and metro railways.
    ·      Experience in managing the design/installation/operation/maintenance of TVS design for high-speed rail system.
    ·      Experience in both design-build and design-bid-build forms of procurement with contractors and consultants
    ·      Experience in field construction and inspection of TVS systems for initial acceptance.
    ·      Experience/Knowledge of a live operational construction environment with significant safety hazards including moving trains and 25kV Overhead Line Electrification.
    ·      Acknowledges the principles of EN 50126, EN 50128 and EN 50129 standards.
    ·      Fully knowledgeable and conversant with relevant European, American and international civil engineering and railway codes and standards.
    ·      Extensive knowledge of Tunnel Systems equipment, systems and processes, including design, CFD modelling, testing & commissioning and handover procedures.
    ·      Knowledge of acoustics and noise issues associated with Tunnel Ventilation Systems
    ·      Knowledge of Requirements Management and associated tools.
    ·      Knowledge of Interface Management and the management of Tunnel Systems to civil and Tunnel Systems to rail system interfaces.
    ·      Broad knowledge of precedents in the rail industry.
    ·      Thorough knowledge of discipline engineering techniques, the design of engineered systems and design calculations.
    ·      Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D) e.g AutoCAD, MS Word and Excel for managing design reviews.
    ·      Knowledge of the roles played by other departments on projects including basic construction practices and the economics involved.
    ·      Proven track record of coordinating and delivering large scale projects.
    ·      A professional license from a recognized licensing or registration board.
    ·      Demonstrated skill in leadership.
