NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”
NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.
SUMMARY:
Responsible for managing, coordinating, and administering Tunneling works on the NEOM Project from the conceptual stages through planning, engineering, procurement, construction, testing, commissioning and contract close-out. Responsible for ensuring compliance with prime and subcontract obligations, actively participating in customer communications and presentations. Supervises the development of budgets and schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. Resolves problems and coordinates with interfacing teams and stakeholders. Provides leadership for the development and maintenance of a high-performance project team. Has overall responsibility for Program/Project execution, ensuring that assigned Tunneling works are delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations.
ESSENTIAL JOB DUTIES:
Assists in the development of project execution plans, estimating plans and contract formulation activities. Helps the procurement, evaluation and award process for tunneling works contracts.
Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets and procedures are established.
Operates within a matrix organizational structure, engaging with off-project functional and specialist support as required.
Ensures integration of work plans with interfacing contacts, obtaining concurrence with project team members and the customer. Promotes the use of constructability reviews during project execution.
Manages Tunneling works contracts on behalf of the Customer, monitoring and controlling contractual commitments to ensure that all work is being performed in accordance with the specifications, drawings and terms of the contract.
Conducts periodic project review meetings consistent with the contract requirements to promote and facilitate communication, review progress/performance, discuss issues and facilitate problem resolution.
Actively participates in the change management/project trend program and project risk management program, leading the input for assigned Tunneling works.
Evaluates and processes change orders and claims in a timely manner.
Implements project control systems to measure progress/performance, reports early warning of deviations from Plan, and identifies corrective actions to be taken.
Ensures the proper processes are identified and implemented to achieve contractual quality commitments.
Oversees the Environmental, Safety & Health program for both the office and field work environments including contractor and subcontractor activities.
Ensures the ES&H design requirements are maintained throughout the construction process.
Oversees the Document Control and Records Management function. Ensures that documentation and electronic files are maintained in accordance with project requirements.
Managing and/or supervising assigned project resources via a matrix organizational structure. Allocated resources are expected to include engineering, construction, contracts, project controls, quality and safety personnel.
Promotes the management concept of Continuous Improvement (CI) among all members of the project team, taking due account of total installed cost (TIC). Initiates, promotes and continually practices team building.
Champions the creation of a project work environment, helped by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Knowledge and experience in Project Execution Plan development and implementation.
Knowledge of continuous improvement methodologies.
JOB KNOWLEDGE:
10+ Years’ senior tunnel leadership experience on major infrastructure EPC projects, including NATM drill and blast works.
KSA work experience and knowledge of railway assurance requirements are desirable.
Experience leading teams and working alongside customers, ideally in a Delivery Partner environment.
Knowledge of front-end activities including: Best Practices/Lessons Learned , Constructability , Risk Analysis/Contingency Evaluation ,Estimate/Proposal Review Process
Ability to effectively organize and staff a project team in a matrix organization.
Knowledge and understanding of project delivery tools, techniques and procedures including:
Project Controls
Financial management
Automation, including standard office tools
Records management
Root Cause Analysis
Knowledge and experience in baseline development and implementation including:
Scope definition
Roles and Responsibilities
Estimates and resource loaded schedules
Progress and performance curves and metrics
Reports and action items tracking

Knowledge and experience in contracts/subcontracts formulation, risk analysis, negotiations, and implementation including:

Cost trend program and its linkage to change control
The hierarchy of requirements documents in case of conflict (RFP, Proposal, Contract, etc.)
Knowledge of project insurance issues.
Knowledge of cross functional work processes and interface knowledge, especially Project Controls, Supply Chain management, Quality
management and the ability to manage the relationships/interfaces with management and functional groups.
Oral, written and graphic communication and presentation skills.
Ability to conduct effective meetings.
