Norway: Several new tunnels proposed to protect the environment along the route of new E39/E136 from Breivika to Ørskogfjellet

    Feedback from some interest parties and the public indicates preference for new tunnels for the new E39/E136 from Breivika to Ørskogfjellet.

     

    The input for the planning of the new E39/E136 from Breivika to Ørskogfjellet flows into Statens vegvesen (the Norwegian Public Roads Administration).

    - We have received 60 input from various interest organizations, private and from the public to the planning work. It is good. Great commitment makes the plans for our part of the export road in Møre og Romsdal better, says project manager Harald Inge Johnsen of Statens vegvesen E39/E136 Ålesund-Molde.

    For the Breivika-Digerneskiftet change, the start of zoning plan work has been announced. The deadline for making a statement was March 10. The statements, together with the knowledge base that exists, will form the basis for the preparation of proposals for a planning program for the planning work on the route.

    Most planning has been carried out on the Digerneskiftet - Ørskogfjellet. The planning program shall provide guidelines for the further work on the municipal subdivision plan. Proposals for planning programs and screening report over 29 different road lines have been laid out for public inspection, with a deadline for statement on 15 February.

    Brusdalsvatnet and tunnel

    On the E39/E136 Breivika stretch, the change of consultation is primarily about the consideration of Brusdalsvatnet, climate and the environment. Public agencies have made statements based on their responsibilities. The state manager and NVE specifically refer to social security, the environment and climate in planning in the future, while the Food Safety Authority and the municipality mostly refer to the need for future safe drinking water supply.

    Several interest organizations believe that the concept selection report from 2011 is outdated, and that the Roads Administration must look at other routes for a future export road in the area. The Nature Conservation Association, for its part, believes that society does not need a new road, and that there will be less need for transport in the future.

    For the sake of future safe drinking water supply, more people want a new road to be laid in a tunnel through Brusdalen or in a new road route outside the impact field of the drinking water source.

    Worried about Solnørdalen

    Protection of Solnørelva and Solnørdalen is what engages most from public agencies and private persons, teams and associations in the work on the Digerneskeskeskesen - Ørskogfjellet. The private comments are mainly about the protection values in Solnørdalen and Håem/Tysse.

    Several argue that the road must be laid in the tunnel through Liafjellet or that alternative L1/K1+L2 is chosen. The proposal is referred to as L1/K1+L2 starts in Brusdalen, goes north of Skodje and directly up to Ørskogfjellet.

    A couple of new alternatives with tunnel through Liafjellet are proposed. Brand new is an alternative with a low bridge over Solnørvika a little further into the fjord than the H1 proposal. A proposal is also to fill surplus masses from tunnels south from today's quay facility in Håem and on to proposed new bridge H1. The area can be used for business development.

    Public players follow up their areas. The Norwegian Water Resources and the Energy Directorate (NVE), the county council and the state manager are concerned with, among other things, on watercourses and especially the Solnørvassdraget. The county council is also concerned with public transport.

    The Norwegian Coastal Administration points out that maritime traffic is not discussed in the screening or in the planning program and the Directorate for Mineral Management calls for that the field of natural resources also includes mineral resources. Both of these are conditions that will be rectified before the plan program is sent to the municipality of Ålesund for determination.

    Further work

    Proposals for zoning plans that are drawn up should see the various interests in society to the extent necessary.

    - Together with the municipality of Ålesund, we will now consider the input in the cases. We will achieve a good process of planning new future road solutions in the area. It will be an interesting and demanding exercise for many parties, says Johnsen.
