    About North East Link 

    The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

     

    The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

     

    The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

     

    About the Opportunity:

    As part of the landmark infrastructure initiative, the Spark Consortium is seeking an experienced Project Manager specializing in tunnel electrical systems for the Central Package of the North East Link Project - Victoria's largest and most ambitious road construction venture to date.

    This senior delivery role focuses on overseeing implementation of HV, LV, and communication systems in tunnel locations including equipment rooms and egress zones. It is one of four senior strategic electrical delivery roles that will direct the implementation of core electrical and communication systems. The successful candidate will ensure that these critical systems are integrated seamlessly into the twin three-lane tunnels and key interchanges, enhancing safety and operational efficiency across the board.

    Key Responsibilities:

    • Lead the strategic planning, execution, commissioning, and oversight of tunnel electrical and communication systems including procurement and installation of HV cabling, LV systems including LV power, lighting, equipment rooms and tunnel ITS as well as fibre and network communications, ensuring alignment with overall project objectives and deadlines.
    • Effectively lead and mentor a diverse delivery team of technical and site resources, fostering a high-performance culture that is inclusive, collaborative, and agile.
    • Direct all phases of tunnel electrical systems through procurement, delivery, to commissioning and successful handover, including integration with other infrastructure components.
    • Oversee project financials, including budgeting, forecasting, and managing project costs to ensure fiscal responsibility and efficiency.
    • Champion digital project management tools and methods, leveraging technology for project tracking, reporting, and stakeholder communication.
    • Foster strong, cooperative relationships with engineering, construction, and operational teams to ensure electrical systems are integrated effectively and support the project's overall infrastructure.
    • Manage vendor and contractor relationships to ensure adherence to project schedules, budgets, and quality standards.
    • Ensure compliance with all relevant safety, quality, environmental, and regulatory requirements, maintaining a focus on sustainability and best practices.
    • Proactively identify and mitigate project risks, resolving issues that arise during project execution.
    • Advocate for continuous improvement, identifying opportunities to enhance system designs, processes, and performance.

    Qualifications:

    • Bachelor’s or Master’s degree in Electrical Engineering, or a related field, with professional engineering registration or equivalent.
    • Over 10 years of experience in managing industrial electrical and communication systems, with a strong portfolio of successful large-scale infrastructure project deliveries.
    • Expert knowledge of Australian Standards, codes, and best practices related to electrical systems, particularly in tunnel and urban infrastructure contexts.
    • Demonstrated leadership and project management excellence, with a track record of leading multidisciplinary teams to achieve project milestones and objectives.
    • Exceptional communication, negotiation, and stakeholder management skills, capable of navigating complex project environments and building consensus.
    • Strategic thinker with a problem-solving mindset, able to innovate and adapt to changing project needs and challenges.
    • Experience with sustainability and environmental compliance in project execution, with a commitment to innovative and green solutions.
