Norway: The Public Roads Administration ends the contract with Skanska on the E10 Nappstraum tunnel

    Translation of Statens vegvesen's (The Norwegian Public Roads Administration) press release;

    Statens vegvesen and Skanska were unable to agree on a contract sum that was within the Roads Administration's framework for upgrading the Nappstraum tunnel in Lofoten.

    In the spring of 2023, Statens vegvesen awarded a total contract contract with interaction to Skanska AS, for the tunnel upgrading project E10 Nappstraumtunnel in Lofoten. Scheduled project start August 2024

    After the award of a contract, Skanska and the Roads Administration started with preparatory work and design. The target for the construction start was set at approx. August 15, 2024, to avoid closing the tunnel in the busiest tourist season. The planned work was to take place at night and night time, with a closed tunnel and fixed time for the permeate. So it will not be.

    No agreement on contract sum

    Statens vegvesen received two offers from Skanska, the first in November 2023 and the second in January 2024. Both offers from Skanska were over the framework of Statens vegvesen. On February 21, 2024, a meeting was held between Skanska and Statens vegvesen in Tromsø, to discuss and look at the possibility of reaching a unified contract sum.

    - The parties see that the interaction between Statens vegvesen and Skanska AS will not lead to a contract sum that, in the opinion of the builder, is within the framework of the builder. Against this background, we agree that the contract will be terminated, says project manager in Statens vegvesen, Jøran Heimdal.

    Will cause delays

    Physical start -up was scheduled in August 2024. The Roads Administration is now planning a new announcement of the competition in the summer of 2024, and physical construction start in the first quarter of 2025.
