Finland: The environmental impact of Helsinki Western Harbor extension and the harbor tunnel has been assessed

    The project expands the current quay structure of the West Harbor and a new field area will be built on the southern tip. The project also includes the construction of the harbor tunnel from the West Harbor to Länsiväylä. The aim of the project is to concentrate the passenger traffic between Tallinn and Helsinki on the West Harbor.

    The extension of the Western Harbor of Helsinki Oy and the environmental impact of the harbor tunnel has been assessed in the environmental impact assessment procedure (EIA procedure). EIA provides information for further planning and planning of the project, and its results must be taken into account in the planning and permit consideration of the project. The ELY Center considers that the significant environmental impact of the project is mainly due to the construction of the port tunnel. The lowest environmental impact is on the project option D.

    The ship traffic between Helsinki and Tallinn is designed to be centralized in the West Harbor, which will result in the expansion of the port area of the harbor and the new field area will be built on the southern tip. The project includes the construction of the harbor tunnel from the West Harbor to the West. Three alternative policies have been examined for the tunnel. The southern mouth of the harbor tunnel is located in all options in Jätkäsaari, Helsinki, in the harbor area. In the harbor area, the area of the harbor tunnel is bordered by the Pacific and the quay area. The harbor tunnel joins the Länsiväylä Ruoholahti area in Salmisaari. In Salmisaari, the terrestrial structures of the tunnel are mainly located in the traffic and recreational area. In option A, the mouth of the Salmisaari harbor tunnel is located on the southern edge of the Lapinlahti Park, north of Ilmarinen's house. In the options of C and D port tunnel, the Salmisaari mouth is located on the Länsiväylä, in the area between the bride-niemi and the Sulhanen Island.

    In the environmental impact assessment procedure, the EIA procedure, the environmental impact of the project and its alternatives has been assessed and means to alleviate the adverse effects. The EIA procedure provides information for further planning and planning of the project. Its results must also be taken into account in the design and permit consideration of the project.

    In a reasoned concluded conclusion on the environmental impact assessment report, the Uusimaa ELY Center proposes its views on the adequacy of the extension of the Western Harbor of Helsingin Oy and the environmental impact assessment of the harbor tunnel and the significant environmental impact of the project.

    Expanding the Western Harbor is a long -term project, the most significant effects of which are caused by the construction of the harbor tunnel. Construction work has adverse effects on people's living conditions and comfort, land use, climate and traffic. In addition, project option A is estimated to have significant negative impacts on nature, landscape and cultural environment during construction. Option A jeopardizes the presence of very endangered ax in Finland. In the project option C, cobblestone growths also disappear, but the most extensive and the most important occurrences for the ax are preserved. In alternatives C and D, the location of the port tunnel in the area of the underground oil spatulas affects the implementation schedule and requires careful risk management. Expanding the West Harbor has a major impact on the planning of the area's use outside the project area. The project involves a lot of coordination issues for land use, traffic, recreational use, nature conservation and cultural heritage, which should be resolved at the next design stage. Part further planning and implementation of the project must also pay particular attention to the prevention, mitigation and monitoring of adverse effects.
