Slovenia: 2TDK has not agreed to additional 360m EUR costs claimed by the contractors

    2TDK, the state-owned investor and concession holder of the Divača - Koper 2nd track have announced that they did not confirm either the claim or annex to pay € 360 million of additional costs, the second track project remains within the financial framework defined in the amendment of the investment program (NIP2).

    2TDK has disclosed that they had received a request, which was addressed by a consortium of construction contractor for the Supervisory Engineer. It is a request from "stopping works on section 1 due to delays in the performance of the works of the Glinščica Viaduct", with which the construction contractor requires additional payment for the reimbursement of all costs incurred in connection with the suspension of works. The request relates to the period of execution in the Glinščica Valley in 2021. The value of the claim is EUR 350,025,600.00.

    2TDK said that all claims are addressed in such a way that the contractors address the requests for recognition of unforeseen works and for the recognition of several works. The eligibility of claims in accordance with the FIDIC Conditions Conditions shall be treated by an independent external supervisory engineer. This decides whether there are evidence that the contractor is entitled to any costs or not. about the justification or. of the request of the claim.

    2TDK announcement further said, 'Notwithstanding the above, 2TDK estimates that the amount of the claim is unreasonable by the circumstances. 2TDK is carefully handling state funds and strongly emphasizes that it is not and will never pay unjustified or unjustified. unfounded costs.'

    The Project

    In southwest Slovenia, Divača -Koper railway line is being doubled. For this, there are 7 tunnels constructed. Total length of second line is 27,1 kilometers. But total length of tunnels is much longer: With emergency tunnels etc it is of course longer. Total length of tunnels, service and exit pipes is 37,4 kilometer. The longest of the 7 tunnels is 6,714 kilometers.

    This new track will increase the railway line transport capacity to 36.9 million tonnes per year and 212 trains per day (existing and new track).

    It costs 811 million euros. With 2021 prices and without VAT. 25% comes from European Union funds. This is an important transport line for European Union too. Part of Trans European Transport Network (TEN-T).

    Slovenian government has assigned 2TDK as concession company responsible for construction and management of the line. Kolektor CPG and Euroasfalt BIH work on construction.
