International mission also highlights the concession of coastal and river crossings on agendas in Denmark, the Netherlands and Norway
The Governor of São Paulo, Tarcísio de Freitas, will start the third international roadshow of 2025 on April 21, with agendas in Denmark, the Netherlands and Norway. The objective is to present the main projects of the Investment Partnerships Program (PPI-SP), such as the Santos-Guarujá Immersed Tunnel and Water Crossings, to potential international investors.
The delegation from the Government of São Paulo will be formed by state authorities, such as the Secretary of Investment Partnerships, Rafael Benini, and the Secretary of Communication, Lais Vita. Strategic meetings are planned with executives from leading mobility and engineering companies, including Ballast Nedam, TEC Tunnel, Immontec, Ruter, LNS, Sweco, DFDS, Maersk and Femern A/S.
We are promoting a historic transformation in São Paulo infrastructure, with projects that connect regions, generate jobs and improve peoples lives. The Santos-Guarujá Tunnel, for example, which has been awaited for almost 100 years, will finally come to fruition and create investment and jobs in the Baixada Fluminense region. Our projects are examples of our commitment to modernization and efficiency, says Governor Tarcísio de Freitas.
Among the highlights of the mission is a technical visit to the Fehmarnbelt underwater tunnel, under construction between Denmark and Germany. With 18 kilometers in length, four road lanes and two railway lines, the megastructure is considered a global reference and reinforces the technical and logistical potential of the So Paulo project.
The Santos-Guarujá Tunnel, which will be the first immersed tunnel in Brazil, is at the center of the presentations. With a length of 1.5 km, of which 870 meters will be submerged, the project will have three lanes in each direction, one of which will be exclusively for Light Rail Vehicles (LRV), as well as pedestrian and cyclist crossings. The auction is scheduled for August 1st and the estimated investment is R$6 billion, through a sponsored concession with a 30-year term.
Another highlight of the portfolio is the concession for coastal and river crossings, which provides for the operation, modernization and management of 14 waterway lines for 20 years. The bidding process is scheduled for the first half of 2025 and the estimated investment is R$1 billion, with the current fare policy being maintained, free services preserved and the acquisition of 48 vessels, including electric models, which will increase the efficiency and sustainability of the system.
Partnership and Investment Program
The robustness of the São Paulo program is reflected in the numbers. The PPI-SP brings together more than R$550 billion in planned investments in structural projects, divided into four major pillars: urban mobility, water and energy, highways, and social. Between 2024 and March 2025, ten auctions have already been held, with R$354 billion in contracted investments, which represents more than 60% of the entire program portfolio. By the end of 2025, nine more auctions are planned, with an expected R$63 billion in new contributions, consolidating the PPI-SP as the largest state partnership program in Brazil.
The international agenda reinforces the commitment of the Government of São Paulo to modernizing infrastructure, promoting sustainable partnerships, and generating value for society, with projects that transform the present and prepare the future of the State.
