India's far-right prime minister narendra modi had initiated the project to dig a 14.31 km long tunnel to connect India-occupied Kashmir to Ladakh region. They called this to-be-bored tunnel "Zojila tunnel". Motivation of modi is "India keep a check on the growing influence of aggressive China and Pakistan in Ladakh". India has recently abolished the constitutional autonomy of India-occupied Kashmir nation in spite of the international agreements.
Indian press says the so-called Zojila Tunnel "remained a non-starter" with no contractors are willing to take this project. India thinks it is because of the low cost of the project . Therefore India's National Highways and Infrastructure Development Corporation (NHIDCL) now increased the costs by 23%. Because the increase is over 20%, it requires approval from India's Cabinet Committee on Economic Affairs. "At present, the proposal of the cost review has been lying with the Union Ministry of Road Transport and Highways" quoted an official in Indian press.

I hope no international bidders will bid with India's Zojila tunnel which will help India to further oppress the people of Kashmir and Ladakh. I hope no Herenknecht, No Terratech, No Robbins will provide no tunnel boring machine to such project.
The Himalayan tunnel thwarted by India’s slowdown
'The $1bn Zojila tunnel, running along the volatile Kashmir boundary where India fought an armed conflict against Pakistan in 1999, would provide a vital supply corridor for the country’s armed forces'
