Port aux Basques mayor John Spencer, in his opposition to the Fixed Link, had called it the 'tunnel going nowhere'.

He has been accused of being dismissive of the Labrador province where the proposed Fixed Link is planned to connect Newfoundland with the mainland Canada. He now says 'by tunnel going nowhere" he meant the incomplete highway (referring to the planned highway along the coast of Quebec), not Labrador.
