High Speed 2 contractors are busy with paperwork and other preparatory work before any ground is broken.
UK's New Civil Engineer talks to some contractors. They explain that the much echoed 'Notice to Proceed' from government means they can start working on their supply chain. Not many expects any construction to start before the end of the year or even as late as begin 2021.
