Bucharest's Otopeni Metro Tender. Metrorex has to re-admit disqualified contractor Aktor

    Metrorex had excluded the Greek company Aktor from participating in a tender. Aktor went to court and won. Now Metrorex has to evaluate Aktor's bid also.

    Tender was a portion of North subway line between for Bucharest to Henri Coandă International Airport  Otopeni. Portion is 1 May station and Tokyo / Băneasa station.  It is 1.27 billion lei work with several tunnels and 6 stations and expectation of completion: 4 years.  New Magistrala 6 between north of Romania's capital and airport will be 14.2 kilometres and have 12 stations total.

    For project finance, Japan International Cooperation Agency (JICA) provided 41.87 billion Yen (317 million euro).

    Criteria for selection is technical and financial. But because technical abilities have higher weight (60%) than financial (40%), technically strong Turkish and Spanish companies rumour to have advantage.

    Metrorex had chosen 6 companies out of 10 to further evaluation. But Greek company Aktor's court winning further slow down this process.

    In the beginning, following companies had registered for the tender by June 25, 2019:

    6. Astaldi S.p.A. (Italy) - Salini Impregilo S.p.A. (Italy)

    7. China Tiesiju Civil Engineering Co. LTD (China), Transport Research Institute Incertrans S.A. (Romania), Studio Corona SRL (Romania)

    8. China Communications Construction Company (China) & 3TI Progetti Italia - Ingegneria Integrata S.p.A. (Italy)

    9. Esta Construction LLC (Turkey) - DOGUS Insaat and Ticaret A.S. (Turkey)

    10. FCC Association (Spain) - GULERMAK J.V. (Turkey)

    Greek Aktor and Italian company Astaldi were among the disqualified companies in the first application. Italians gave up. But Greek company aggressively pursued court case.

    Not first time Aktor go to court. Also Aktor did in 2011. Also Aktor lost Raul Doamnei-Hasdeu section of metro in 2011 and went to court. Then 215 million euro contact was won by Italian Astaldi lead consortium. Aktor lead companies had came second with 237 million. And Turkish Dogus - Gulermak led group had had come third with 253 million.
