It is not all smooth sailing at LA's Purple Line extension. We knew it was behind schedule. It was only natural that any delay would have consequences for the taxpayers. Now it is official. They say cost overruns expected due to "difficult tar sand conditions driving costs up".
I am wondering the real drivers behind the delay & cost overrun.

I don't think there are any other hidden reasons. There can be additional factors like managerial, engineering mistakes etc, same as in most projects. Nevertheless, I do not really think that they would weigh more than the stated reasons. The area is already a challenging one geographically. Combined with some geological complications, they are where they are.
