A $10 billion Cross Harbor Rail Tunnel for New York. Vision or Fiction?

    While Republican Rep. Jerrold Nadler (D-N.Y.) keeps championing the long-dreamed Cross Harbor Rail Tunnel for New York, not everyone buys it. The project is estimated to cost around $10 billion.

    $70 million have been allocated in Port Authority of New York & New Jersey 2017-2026 Capital Plan for the initial studies. The Port Authority had issued a Request for Proposals (RFP) for a “Tier II” Environmental Impact Study of the rail tunnel and enhanced railcar float alternatives in May 2017 and a $23.7 million, 3-year contract was awarded in early 2018. Jerrold Nadler says there is good progress. Financing of the remaining $9.930m is still an unknown.
