6 Groups of companies shortlisted for Ontario's Scarborough Subway and Eglinton Crosstown West Tunnelling Projects

    About 5 months ago, Infrastructure Ontario and Metrolinx had published the RFQ for the works (please see the link I had posted, Toronto initiates the procedures for $4bn Scarborough tunnel project).

    On August 5, Infrastructure Ontario announced that together with Metrolinx, they have shortlisted 6 groups of companies for tunnelling work on the Scarborough Subway Extension and the Eglinton Crosstown West Extension projects.

    TORONTO - Infrastructure Ontario (IO) and Metrolinx have shortlisted six teams for advance tunnelling work on the Scarborough Subway Extension and the Eglinton Crosstown West Extension projects.

    Teams were shortlisted based on criteria identified in the Request for Qualifications process that began in March 2020. Criteria included design and construction experience and the financial capacity to deliver a project of this size and complexity. Teams with the top three scores were then shortlisted.

    The shortlisted teams and their prime team members are:

    These teams will be invited to respond to an RFP this summer to begin preparing their proposals that detail how they will deliver the project. Upon evaluating the proposals received, IO and Metrolinx expect to award these tunnelling contracts in mid-2021.

    A fairness monitor will oversee the entire procurement process.

    The Scarborough Subway Extension is an approximately 8-kilometre extension of Line 2 from Kennedy Station to McCowan Road/Sheppard Avenue.

    The Eglinton Crosstown West Extension is a 9.2-kilometre extension of the Eglinton Crosstown LRT (future TTC Line 5). The extension will run mostly underground, westward from the future Mount Dennis station to Renforth Drive. Metrolinx is actively collaborating with the GTAA and municipal partners on the proposed alignment from Renforth Drive to the airport, which takes into account the GTAA's plans for a Regional Transit Centre.

    To expedite work on these two projects, tunnelling will begin first, to be followed by separate contracts for the balance of the work on each project, which includes building the stations, fitting-out the tunnels and installing and commissioning the systems.

    The Scarborough Subway Extension and the Eglinton Crosstown West Extension are two of four priority transit projects announced by the Province in 2019 for the Greater Toronto and Hamilton Area. The other two projects include the Ontario Line project and the Yonge North Subway Extension.

    Procurements for the subway program will be staged to ensure each project is delivered successfully. Planning is underway for all four projects.
