A tunnel is "the most likely option" for the second crossing for Auckland Harbour
Auckland Mayor Phil Goff says the construction of a second crossing for Auckland Harbour (Waitematā Harbour) will start by the end of this decade and it will most likely be a tunnel beneath the harbour.
