Shanghai Tunnel Engineering Co. Ltd. (STEC) of China has been officially announced as the winner of the 5.6km tunnel construction work between 5.6 km Ashok Nagar – Sahibabad. This stretch is a part of the new railway line of Delhi-Meerut.
It was a result of the tender by National Capital Region Transport Corporation (NCRTC) which saw five bidders about 7 months ago. When the bids were opened on June 12th, Shanghai Tunnel Engineering Co. Ltd. (STEC) of China came as the one with the cheapest bid at Rs 1,126 crore beating 2nd L&T Ltd,3rd GÜLERMAK AS, 4th Tata Projects Ltd. - SK E&C JV and lastly 5th Afcons Infrastructure Ltd.
The reason why it took so long to announce the official winner, one has to look into the military confrontations between India and China which killed scores of soldiers. Government could not stop the Chinese company from getting the contract because the project is financed by the Asian Development Bank (ADB) and the government is bound by international tender rules for awarding the contract.

Many questioned the govt's move and termed it as insult to the sacrifices of 20 soldiers who lost their lives in the Galwan valley clash.
@Luthra: STEC getting Delhi-Meerut RRTS contract case is an unfortunate one. It was just a bad luck timing of the tender.
There was not much the government could do once the financial bids have been disclosed. You see, the project is financed by the Asian Development Bank. Therefore the Indian government had to play the game by the rules after that point.
Look at the way the government handles the subsequent cases. Just eliminating the Chinese in the technical evaluation step. There is nothing the Chinese can do. Every company has relevant or irrelevant deficiencies in technical adequacy. It is a matter of choice to point to them and get them eliminated.
For this Delhi-Meerut RRTS case, it was simply too late.
Despite everything, China keeps harvesting in India.
