The road between Kvesheti-Kobi road is 23 km. Tunnel is 9 km. Chinese company China Railway 23rd Bureau Group Co. builds it.  Menafn writes 2 km of the 9km tunnel already excavated and also 2,2km of evacuation tunnel.

They use a CREG TBM (Tunnel Boring Machine) whose diameter is 15 meters.

Project cost estimate US$ 558.6 million. Financed by loan of US$ 415 million from Asian Development Bank (ADB), US$60 million from European Bank for Reconstruction and Development (EBRD) and US$ 83.6 million from government of Georgia.

ADB is collective bank owned as of December 2020 by Japan (15.571%), USA (15.571%), China (6.429%), India (6.317%), and Australia (5.773%). EBRD is owned by USA.
