GDDKiA (General Directorate for National Roads and Highways) of Poland begins with the construction of the 10km long S19 Rzeszów Południe - Babica expressway. As part of the investment, a 2,2 km long tunnel will be built.

The projectis implemented in the Design and Build system. The contractor, a consortium of Mostostal Warszawa and Acciona Construcción, has already developed the technical documentation, obtained a road investment permit (ZRID) decision, and is now starting construction work. After the construction is completed, the contractor's tasks will include the development of as-built documentation and obtaining an occupancy permit. The contract value is PLN 2 230 165 684,48 gross. The works are scheduled to be completed in 2026.

As part of the investment, a new, over 10-kilometer long section of an expressway with a dual carriageway cross-section, with two lanes in both directions, will be built. There will also be a Babica junction (a trumpet junction) located near the junction of DK19 and DW988. The work also includes the construction of engineering structures, including a tunnel with a length of over 2 km, six flyovers, two viaducts over the S19, a collision-free passage over the railway line within the existing DK19, three passages for animals and one passage under the S19.

The 2255 m long tunnel will consist of two tubes (each 12,4 metre in diameter), which will be connected by 15 transverse passages and an additional emergency passage. The tunnels will be constructed using the Tunnel Boring Machine (TBM) with an excavating diameter of 15,2 m.

The S19 expressway is a part of the international Via Carpatia route, connecting Northern and Southern Europe. In Poland, this route will be over 700 km long and will run through the following voivodeships: Podlaskie, Mazowieckie, Lubelskie and Podkarpackie.

In the voiv. Podkarpackie, it will ultimately be approx. 169 km long.

State of implementation of S19 in the province. Subcarpathian:

75.7 km - opened for traffic (sections: Janowskie Forests - Zdziary, Rudnik nad Sanem - Rzeszów Południe),
50.5 km - under construction (under construction: Zdziary - Rudnik nad Sanem and Rzeszów Południe - Babica and in the Design and build system: Babica - Jawornik, Iskrzynia - Miejsce Piastowe and Miejsce Piastowe - Dukla),
 42.3 km - under preparation (at the tender stage: Lutcza - Domaradz and Dukla - Barwinek, before the tender: Jawornik - Lutcza and Domaradz - Iskrzynia).
