    Prague, May 10, 2022 - Dopravní podnik hl. The City of Prague (DPP) has announced a public contract for a supplier of geotechnical monitoring and certification services for the construction of the second section of metro D (I.D1b) from the Olbrachtova station to Nové Dvory. The estimated value of the public contract is 680 million crowns. The public contract will be published in the Tender arena by the end of this week. DPP expects bids in the first half of July this year. In the coming weeks, DPP also plans to announce a tender for the construction contractor of the second section of the new line D of the Prague metro.

    The second section of line D (I.D1b) of the Prague metro represents the construction of three stations: Krč Railway Station, Krč Hospital, Nové Dvory, three interstation tunnels from Olbrachtova station to Nové Dvory and access tunnels from the Písnice depot and other areas for technological equipment needed for future operation. The DPP will evaluate the received offers according to their economic advantage on the basis of the most advantageous ratio of the offer price and quality, in accordance with the Public Procurement Act. The offer price will have a weight of 80% during the evaluation, and the experience of selected members of the supplier's implementation team will have a weight of 20%. The experience of suppliers in monitoring larger underground constructions will be taken into account in the evaluation of bids. Suppliers, whose implementation team will also demonstrate specific experience with the TBM (Tunnel Boring Machine) excavation method, which will be used for excavation of the majority of tunnel sections from the Olbrachtova station to Nové Dvory, will have the opportunity to obtain additional points.

    The public contract for monitoring and passporting during the construction of the second section of metro D was preceded by preliminary market consultations, which the DPP announced in mid-February this year in the Public Procurement Bulletin and in the Official Journal of the European Union. Their main goal was to verify the setting of the tender conditions of the public contract so as to enable the widest possible range of suppliers who would be objectively able to implement the subject of the public contract to participate in the tender. Five entities actively participated in the preliminary market consultations.

    What is the task of geotechnical monitoring

    Geotechnical monitoring consists in collecting information on the behavior of a rock massif when it is affected by construction or ongoing natural processes. It is a set of regular exact measurements, observations and evaluations, focused on monitoring and controlling the reaction of the rock mass to construction works. Throughout the construction, it records, evaluates, qualifies and quantifies the data obtained in relation to each other. Thanks to this, it enables and guarantees an operative solution of the interaction of the emerging engineering work with the rock mass and proposes optimal technical measures, including their monitoring and control. Geotechnical measurements also perform the function of checking the accuracy of calculation procedures and models. According to these measurements, the extent of the lining is determined, the limit values ​​of stress and the magnitude of permitted deformations of the surrounding structures are determined. Last but not least, the basic part of geotechnical monitoring is the performance of permanent professional supervision of excavations.

    What is the task of passportization

    The task of passportization is to find out and document the current construction and technical condition of the structures of the above-ground buildings, the existing metro tunnels before the start of the construction itself. and engineering networks, ie in the period before their influence by construction works. The description and evaluation include building changes, the state of repairs, the extent and severity of possible failures of building structures, the current seismic and deformation resistance of existing buildings located in the zone of possible construction. The passportization also contains a detailed list of all damages, deficiencies and defects on the exterior and interior of the work itself. One of the results of the passportization is a proposal for the installation of measuring points and monitoring elements of the affected objects and engineering networks. During construction, suppliers providing passporting services also control the effects of blasting work. After the completion of the construction, their task is to carry out the final expert repassportation, including the preparation of expert opinions.
