Seoul Metropolitan Government requested the Korea Development Institute (KDI) to re-investigate the private-sector qualifications of Eunpyeong Sae-gil and Pyeongchang Tunnel.

In 2009, GS E&C consortium and the Taeyoung E&C consortium were selected as preferred bidders for the two projects. Last year Seoul city asked two companies update plans.
