Jesus. If anything like this happened in a South American country, there would be a lot of bashing here, But it happened in Japan and everybody is shocked :-)
This is another proof that there are problems with the mapping of the underground structures. It happens in every country. Even in developed nations like Japan.
I had once heard from a Russian tunneling specialist that while boring for the Moscow metro, the TBM hit a metal wall.They though maybe it was a gasoline tank or so. Very reluctantly they drilled a very small hole. Strangely all they got was fresh air. Then they cut a whole open just big enough for a person to squeeze to another side. The person who entered the whole was almost overrun by a train! It was a rail or metro tunnel I cannot recall now and because it was not correctly mapped, they almost pierced through it.
Can you see what may have happened if they bored through this metal wall via TBM and then the train hit them?
