Slovenia Karavanke Tunnel: DARS shortlists 3 bidders

The DARS (Slovenian Road Company) management has today made a decision on which of the five bidders will negotiate the procurement process for the construction of the second tube of the Karavanke tunnel, the company was told. Decisions that may be appealed shall not be substantively commented on until all providers have been informed.

But Slovenian newspapers say following three selected for further talks:

1- Cengiz (Turkish)

2- Consortium of CGP Kolektor (Slovenia), Riko (Slovenia) and the Yapi Merkezi (Turkish)

3- Implenia Austria (Austrian) consortium, with Implenia Switzerland (Swiss) and the CGP Novo Mesto (Slovenia)

The bids were submitted by Turkish Cengiz, which estimated the work at 99.6 million euros, the Greek JP Avax (115 million euros), the CPG Kolector in a joint appearance with Rick and the Turkish Yapi Merkezi (121 million euros), the company Implenia Österreich in consortium with Implenia Switzerland and CGP Novo mesto (€ 121 million) and Gorenjska construction company with Czech Metrostav (€ 122.2 million).

Among these companies Cengiz is the one with most experince in tunnelling.

Re-Tender

This is the second time a tender is done for Karavanke's second tube.  At the end of July, DARS selected the contractor for the construction of the second tube of the tunnel to Turkish company Cengiz Insaat Sanayi ve Ticaret, whose bid of EUR 89.3 million excluding VAT was significantly cheaper than the remaining eight bids. The process was then halted by three looser contractors (

Slovenian builder Kolektor CPG,  Bosnia's Euro-Asfalt and its Slovenian partner Cestno Podjetje Ptujm) who filed audit claims. Also claimed Cengiz did not submit full certificates for its personnel.

Austria moves

While Slovenia is wasting time with tender process, Austria already started  construction progress in their part of 8km tunnel.

    My bet is consortium of CGP Kolector gets it. Cangiz might be the lowest bidder but Slovenia cannot digest giving the contract to a non-Slovenian builder unless it is Austrian or Swiss,

    Cengiz should get contract. They have know-how, experience and references. Why Slovenia puts obstacles I dont know.

    After almost two years since the Dars began searching for a contractor, the start of construction of the second tube of the Karavanke tunnel is still buried in complaints, while on the Austrian side the pipe has been under construction for over a year.

    According to Radio Slovenia journalist Alenka Terlep, Dars is set to dismiss complaints by the CGP Collector and the Gorenjska construction company, who have requested a review of the contractor selection process.

    If the State Audit Committee for the Review of Public Procurement Procedures also rejects complaints from both consortia, Dars will be able to open negotiations with the three contractors selected. As the MMC explained at Dars, these negotiations can take place very quickly, in a few days or even less.

    If there are no more complaints, "we can expect construction to begin in March," Dars CEO Tomaž Vidic told Radio Slovenia. "We have a very different business culture here, there is no such complaint in Austria," Vidic added.

    Dars rejects the appeal of the Gorenjska construction company and the company Kolektor CGP to the tender for the start of construction of the second pipe of the Karavanke tunnel.

      Slovenian contractors apply tremendous amount of pressure on Slovenia's government not to give the job to Cengiz.

      Slovenia is a central European country with the sicknesses of East Europe.

      My gut feeling says, authorities explore the ways not to give the job to Cengiz without looking like a corrupt government disregarding EU tender rules.

      I think at the end they will give it to the group lead by Slovenian company and the ordinary Slovenian tax-payer will have to pay for the extra cost.
