Since it made into Irish Government's 2005 Transport 21 transport plan, Dublin's Metrolink (formerly 'Metro North') has been delayed several times.
The proposed 19 kilometer subway line would go all the way from Estuary in the northside of the city to all the way south to Charlemont. The line would also double for the airport transportation as the Dublin Airport is among the planned 16 airports. The construction was planned to start in 2021 and the line would be operational in 2027.
Now I read that the Ireland's "Finance Minister Pascal Donohoe says capital projects like the Dublin MetroLink could be deferred because of the COVID-19 crisis". The choice of the word is 'defer'. Probably this means the project will be put on hold. But for how long? 5 Years? Nobody knows.
They write in Irish press that this is because of Covid-19 crisis. Irish government projections say Irish GDP would fall by more than 10% only in 2020. Irish economy may be in the beginning of a recession. That is the reason for Irish government to put this capital investment on hold...

Firms tell planning hearing Metrolink tunnel will hit building basements unless plans redrawn
Trandport Infrastructure Ireland (TII) has agreed to lower tunnels deeper into the ground during the construction of the Metrolink to avoid causing damage to buildings in the city centre.
Solicitors claimed the reports were based on plans of buildings that have been demolished.
