It is a three party stallmate for the Highway E18 tunnel and improvements. The first party is the municipality of Bærum. The second one is municipality of Viken and municipality of Oslo and the third party is Norwegian government.
The core of the dispute is about whether the first phase of the new E18 - between the Oslo border (Lysaker) and Ramstadsletta in Bærum - should be expanded together, in steps or not at all.
Bærum's plans are not favoured by the socialist and green coalitions of Viken and Oslo. So much so that Viken has withdrawn their financial guarantees from the project. Oslo municipality is also reluctant. Oslo is afraid that the improved connection will make Oslo too attractive for the people living in other parts and there will be too much car traffic. The Norwegian government says it is "all or nothing" for the project and they will not provide financial support for the half project.
Now Bærum is trying to find the financial guarantees in the scale of NOK 2-4 billion by themselves to build the tunnel and other works.
