Phase 2 of underground 'highway' for used water to be financed through borrowing: MOF
For the Phase 2 of the $10 billion Deep Tunnel Sewerage System (DTSS), Singapore government will use the part of the $90b that it will borrow for large infrastructure projects. First time Singapore government borrow money for infrastructure project since 1980s.
