Philstar write Philippines has awarded the contract package CP S-03B worth P23.92 billion to build the tunnel linking the North-South Commuter Railway (NSCR) with the Metro Manila Subway Project (MMSP) to a joint venture of Filipino First Balfour Inc. and Hong Kong-based Leighton Asia.

CP S-03B is for a 6.1-kilometer railway with 4.7-km tunnel.
