Following a total assessment of consequences for the environment, society and economy, the Møre and Romsdal Municipality council director declares that a submarine tunnel is recommended from Ålvund to Åsbøen as a concept for ferry -free crossing of the Todalsfjord. Consulting work for the study has been provided by Sweco.

Previously a suspension bridge was the favorite option. Later came the alternatives of a tunnel and a floating bridge.

But at the end, the submarine tunnel option has been chosen. What is interesting is; the tunnel option has the lowest initial investment cost, but operation costs, maintenance and rehabilitation costs highest among the alternatives. Tunnel option with NOK 70 million of ownership cost over 75 years is the highest according to the municipality council declaration.

The recommended route is from Ålvund to Åsbøen, with a length of 10 390 m and 5 per cent climb. Since the length of the tunnel is over 10 km, the tunnel needs approval from Vegdirektoratet (the nationwide Directorate of Road which also oversees Statens vegvesen). Possibility of rejection by Vegdirektoratet is seen very slim.

In the  following original town council declaration you can see the total cost comparison of alternatives.
