    Project Description:

    Saudi Arabian Bechtel Company is providing Executive Project Management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.” NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

    ”NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

    SUMMARY OF RESPONSILITIES:

    The Lead Tunnel Construction Engineer will be responsible for overseeing multiple contractors and leading construction activities of drill and blast running tunnels and construction access adits, and its subsequent tunnel fit out work such as waterproofing, in-situ secondary lining, track slab and associated track work, MEP and ventilation installation.  

    Essential Job Duties:
    • Monitors tunneling activities to ensure works are performed in a safe and compliant manner.
    • Oversees multiple tunneling work fronts and activities. Helps Contractor to deliver on, safety, quality, and schedule requirements.
    • Directs and mentors EPM Tunnel Engineers. Monitors and escalates as required (to Lead Tunnel Engineer) quality, production, safety and coordination issues and concerns.
    • Reviews Contractors NCRs, FRIs, FCRs, etc prior to elevating to Lead Tunnel Engineer.
    • Carry out regular formal joint safety inspections with senior Contractor’s staff. Attends and inputs to the Daily Review Meetings during the excavation phase of the works to ensure that a fully compliant RESS is issued.
    • Coordinates and monitors interfaces between adjacent NEOM Contracts
    • Ensures that RFI responses and Field Change requests etc are correctly implemented in the Field.
    • Able to identify and resolves issues before they become showstoppers.
    • Reviews and comments on Design Drawings, Vendor Drawings, Shop Drawings, installation sequences.
    • Reviews all Material testing results and ensures compliance with Design specifications and standards.
    • Ensures that all required reporting is collated, reviewed, and submitted within defined timelines.
    • Review and comment on Method Statements and Safe Systems of Work procedures.
    • Maintains Contract Documentation records as required/ specified.
    • Reviews and compiles daily shift reports for submission to Project Controls and Construction Director.
    • Attends weekly/ monthly coordination and progress meetings with Contractor.
    • Deputizes for Lead Tunnel Engineer as required. Directs and Mentors subordinates (Tunnel Engineers and Senior Tunnel Engineers).
    • Ensures compliance with Design, Environmental and HSE requirements.

    KNOWLEDGE, SKILLS AND QUALIFICATIONS:
    • Minimum 20 years professional experience in Drill and Blast Tunneling Works and subsequent tunnel lining and MEP fit out.
    • Bachelor’s degree in Civil Engineering, Construction Management, or related field. Knowledge and experience of theoretic and practical tunneling methodologies.
    • Computer literate in word processing, spreadsheet and database applications.
    • Awareness of Environmental and Health and Safety requirements (including BS 6164).
    • Awareness of required Standards and specifications applicable to tunneling works (BTS Specifications for Tunneling: Third Edition).
    • Good English speaking and writing skills. Able to demonstrate relevant ‘hands on’ experience.
