    03/10/2023 Prague, October 3, 2023 – Transport company hl. City of Prague (DPP) strongly objects to the statement that was published in the ČT Events program on October 2, 2023 regarding the alleged threat to the financing of Metro D by the European Investment Bank (EIB). The information published in the report about the suspension of financing by the EIB is false. At the same time, the DPP objects to the statement of the director of the Vinci Group about the alleged non-transparency of the procurement procedure.

    Representative Ondřej Prokop (ANO) specifically stated for ČT that the European Investment Bank should have stopped the financing of metro D as early as October 2, 2023. However, Czech Television did not verify this information with the European Investment Bank, the Prague City Council, or the DPP. The result was the publication of false information to allegedly stop the financing of the project. "We are very sorry that Česká TV and Ondřej Prokop, a representative of the HMP and a member of the DPP supervisory board, were abused in the framework of the tough competitive battle that accompanies the procurement process for the construction contractor of the second section of metro D from Olbrachtova station to Nové Dvory," says Petr Witowski, chairman of the board and general manager of DPP.

    The falsehood of the information published in the report is also confirmed by the fact that even the capital city of Prague, which is negotiating with the EIB for financing, has no information about its suspension. At the moment, after all, these funds have not even been drawn, because this stage is not being built yet. In addition, ch. The City of Prague does not yet have a contract with the EIB for the drawing of funds, so it could not even be stopped.

    At the same time, the DPP strongly objects to the statement of the director of the Vinci Group, Martin Borovka, about the lack of transparency of the tender, which is contrary to the procedure of the companies from the association of companies led by PORR. On September 8, 2022, the company PORR filed a petition regarding the procurement procedure with the Office for the Protection of Economic Competition (ÚOHS), which, however, rejected it on November 23, 2022. The company PORR did not file another appeal against the decision to the chairman of the UOHS.

    At the same time, when the ÚOHS was still deciding on PORR's petition, on November 4, 2022, the company EUROVIA from the Vinci Group filed a petition with the ÚOHS. However, on December 12, 2022, an association of companies led by PORR submitted an offer to the procurement procedure for the construction contractor of the second section of metro D. Seven days after the aforementioned association's offer was submitted, EUROVIA withdrew its proposal from ÚOHS. "If both companies PORR and Vinci say that the entire tender for the construction contractor of the second section of metro D is non-transparent, we do not understand why they withdrew their proposals from ÚOHS and did not continue with them. Most likely, the reason is the fact that an association of companies led by PORR submitted a joint offer. From the mentioned procedure, it can be read that the submission of initiatives to the ÚOHS seems to be completely expedient in the case of this public contract," says Petr Witowski and adds: "DPP always proceeds in accordance with the law on the awarding of public contracts, and the same was the case with the contract to the second section of metro D. After all, the correctness of the procedure has always been confirmed by the courts and the ÚOHS, who are the sole arbiters." The DPP had already dealt with similar obstructionist objections and initiatives during the construction of the first section of metro D. The courts and the ÚOHS upheld all objections DPP. However, due to these obstructions, the start of construction was postponed from July 2020 to April 2022.
