    Agreement Signed for Ontario Line Pape Tunnel and Underground Stations

    Infrastructure Ontario and Metrolinx have selected Pape North Connect to deliver the Ontario Line Pape Tunnel and Underground Stations contract. The team has signed a Development and Master Construction Agreement (DMCA) with Metrolinx, under a progressive design-build contract.

    The Pape North Connect team includes:

    • Applicant Leads: Webuild Civil Work Inc., Fomento de Construcciones y Contratas Canada Ltd.
    • Design Team: Arcadis Professional Services (Canada) Inc., AECOM Canada Ltd.
    • Construction Team: Webuild Civil Work Inc., Fomento de Construcciones y Contratas Canada Ltd.

    The team was selected following an evaluation of proposals submitted in September 2023. The selection of Pape North Connect is the result of an open, fair and competitive procurement process overseen by a third-party fairness monitor.

    The DMCA incorporates a multi-stage design process called a development phase, according to the progressive design-build model. This phase allows for a collaborative approach between Metrolinx as the project owner and Pape North Connect as the contracting partner, who work together to finalize the scope, risk allocation and pricing of various elements of this contract.

    The development phase is anticipated to take approximately 24 months, though early works construction can commence during this phase. Once the development phase has concluded, Metrolinx will have the option to sign a final target-price agreement with Pape North Connect, which would include final agreements on detailed designs and a negotiated price.

    The scope of work includes three kilometres of twin tunnels under Pape Avenue from the Gerrard portal to the Don Valley bridge; two tunnel portals at Gerrard Avenue and Minton Place; one underground station at Pape Avenue and Danforth Avenue (interchange with the TTC’s existing Pape Station on Line 2) and another underground station at Cosburn Avenue and Pape Avenue; three emergency exit/ service buildings; ​underpinning of the existing TTC Pape Station; and a rail switch/crossover in the tunnel near Sammon Avenue.  

    The Ontario Line project is being delivered through various public-private partnership (P3), progressive design-build and traditional procurement contracts, which are all being staged accordingly for their successful delivery.

      Webuild Joint Venture awarded Pape Tunnel and Underground Stations Progressive DB contract

       

      Webuild will lead a joint venture to develop the project for the "Pape Tunnel and Underground Stations (PTUS)" section of the Ontario Line, the new rapid transit line that will run through the City of Toronto

      Contract will be developed as a "Progressive Design–Build," an innovative contract model increasingly popular in the infrastructure sector that involves less execution risk in the start-up and construction phases of the work

       

      Milan, January 21, 2024 – The Webuild Group has won a new contract in Canada for the first phase of development for a portion of the Ontario Line. The Group, in a joint venture with Fomento de Construcciones y Contratas Canada Ltd. (“FCC Canada”), has signed a contract for an estimated total value of approximately €700M–€1.3 billion (CAD 1-2 billion) to develop and build the "Pape Tunnel and Underground Stations (PTUS)" section of the Ontario Line. The final contract value will be determined by the detailed design, included in the contract. The new subway line will run through Toronto, where the population is expected to increase rapidly from 6 million citizens now to over 8 million by 2030. 

      Webuild, with a 50 percent share, is leading the joint venture, which will design and construct the works, commissioned by Infrastructure Ontario and Metrolinx. The PTUS contract for the Ontario Line North will be executed as a "Progressive Design-Build", an innovative contract model. The model involves close collaboration between the client, contractor, and designer, meaning lower execution risks in the start-up and construction phases of the project. A de-risking factor that adds to the Webuild Group's overall growth strategy in low-risk regions like Italy, European countries, Australia and, in particular, North America, all of which have launched major infrastructure development plans in recent years. 

      As a whole, the PTUS contract provides for the design, construction, supply and operation of three kilometres of twin tunnels, two underground stations, the interface with Toronto Transit Commission’s Line 2 subway and related works. The Ontario Line will run from Eglinton Crosstown LRT (Line 5) at Don Mills Road and Eglinton Avenue in the northeast to Exhibition Place in the southwest. It will cut travel times on the route to less than 30 minutes compared to the current 70 minutes. 

      The Ontario Line will extend 15.6 kilometres with 15 stations, six intermodal hubs and more than 40 connections with existing subway, streetcar, light-rail transit and regional rail lines and bus services. Webuild is already implementing, with the Connect 6ix consortium, the Rolling Stock, Systems, Operations and Maintenance (RSSOM) package of works for the Ontario Line, which includes designing and implementing signalling, communication, and safety systems, supplying rolling stock, and carrying out the line’s operation and maintenance. 

      The PTUS contract will be the third sustainable mobility project being built in Canada for Webuild. In addition to the RSSOM and PTUS packages of the Ontario Line, the Group is also carrying out the Hurontario Project with the Mobilinx consortium, to build a light rail line that will run 18 kilometres, near Toronto, along Hurontario Street. 

      With a track record of more than 14,100 kilometres of railways and metros built globally, Webuild is currently engaged in the construction of major sustainable mobility projects to connect people and goods, reduce social and environmental impacts, and improve access to services, employment, and business opportunities. In Italy, it is building, among other projects, Line 4 of the Milan Metro and Line C of the Rome Metro.
