İstanbul Municipality start study to judge risks for stopped subway tunnel construction. Previous İstanbul mayor (from AKP Erdoğan party) started many subway metro tunnel constructions. But money dries because of economy. And maybe because social democrat CHP win in İstanbul in elections a few month ago AKP dont want to give money.

But half-made tunnels have safety problem. Stopped Kirazlı Halkalı line is bored by AGA Enerji A.Ş. a company very close Erdoğan AKP party.

The works started after Ekrem İmamoğlu, the Mayor of Istanbul Metropolitan Municipality (İBB), instructed to identify the risks posed by unfinished tunnels and accelerate the projects in subway projects that were slowed down or stopped.

İstanbul Metropolitan Municipality Department of Railway System Ms Pelin Alpkökin made a survey on the Kirazlı-Halkalı metro line of 9.7 kilometers. %8 of it completed, although it started on May 19, 2017. Alpkökin explained that they started to work for the Kirazlı-Halkalı metro project, which is one of the 6 lines that had been stopped due to financial problems, and said, We are starting to produce permanent coating to eliminate the risks at the points that are dangerous for surfaces and tunnels. We will complete the works in the first quarter of 2020.” She said priority is safety and eliminate risks.
