Romania: Announcement of the contract award for the Meseş Tunnel delayed for the 3rd time

    Punctul publishes that again the announcement of the final, final, final winner of the lot A3 road construction from Poarta to Nușfalău with Meseș tunnel has been postponed for the third time.

    For almost 4 years of tenders, appeals, tender cancellations, 235 requests for more information, re-tenders for the A3 road construction from Poarta to Nușfalău, finally there was a winner. The Turkish consortium lead by MAKYOL Insaat Sanayi Turizm ve Ticaret A.Ş. had won the contract together with their project partner Özaltin Insaat Sanayi Turizm ve Ticaret A.Ş.

    But NO.

    It started all over again 6 months ago. WEBUILD, one of the 7 bidders appealed to the decision claiming that the winner Makyol dumps the prices. As a consequence, the state roads company CNAIR has asked Makyol to justify their prices. Makyol's offer is said to be significantly lower.

    The MAKYOL-ÖZALTIN consortium had won the design and construction work for 41 km of the Transylvania Highway (oarta Sălajului and Zalău and Zalău and Nuşfalău) with Meseș tunnel. If construction starts and if built, it will be the longest tunnel in Romania. 2.89 km-long Meseș tunnel will be twin-tube in each direction two lanes. There is much more than the Meseș tunnel in this tender of course: 41 km highway, many (65) viaducts, bridges and passages.

    6-TEKFEN Inşaat ve Tesisat A.Ş.,DOGUŞ Inşaat ve Ticaret A.Ş.
    7-NUROL Inşaat ve Ticaret A.Ş.,DUYGU Taahhüt ve Inşaat A.Ş.

    When the tender was first started in 2021, tender value was only 800 million euro plus VAT with the expectation that the work would complete after 36 months, hopefully 2024-end... Many companies found this amount very low. Companies asked for more technical information.  There were appeal by STRABAG which was later rejected by the Bucharest court. A re-tender came in begin 2023 with submission date of February 9 increased the tender value to 1.53 billion euros plus VAT. 6 Companies remained in the race with a new submission date.

    Finally there was a builder. MAKYOL which won the tender with the price of approximately 9 Billion Lei (1.8 Billon euros). The winning MAKYOL-OZALTIN Turkish consortium have assembled an international team of subcontractors.

    But as I said, 6 months ago after an appeal and claims that MAKYOL is dumping prices, evaluation has started from point zero.

    MAKYOL is the second biggest contractor in Romania with number of motorway kilometers.
