Statens vegvesen (The Norwegian Public Roads Administration) has selected three contractors who will proceed to the next phase in the competition to build the E134 Oslofjord Link - construction stage 2.

When the deadline for submitting a request to participate in the competition expired, six contractors had applied. Statens vegvesen has reviewed the documents from the tenderers, and five tenderers were prequalified. Of these, three are invited to continue into the negotiation phase. The selection has been made based on an assessment of which of the qualified tenderers has best fulfilled the selection criteria.

    These contractors are:

    • AF Gruppen Norge AS Infra Group
    • Oslofjordlink ANS (Arbeidsfellesskap Hæhre Entreprenør AS, Isachsen Anlegg AS,
    • Contur AS) Veidekke Entreprenør AS

    – We are very pleased with the interest from several well-qualified tenderers. There have been many bidders with reference projects and it has been a time-consuming task to assess them all. We are now looking forward to starting negotiations, says project manager at Statens vegvesen, Vibeke Malvik.

Negotiations will continue throughout 2025, with the goal of signing a contract by January 2026.

The contract work includes the design and construction of the Oslofjord connection, construction phase 2, a total of approximately 14 km of road. The project is an expansion of the current road from 2 to 4 lanes. The work includes, among other things, new runs in the Oslofjord tunnel, the Frogn tunnel and the Vassum tunnel, new tunnel portals, several larger bridges and the restructuring of intersection areas. The contract will be implemented using model-based design. The project also includes the upgrading of the current tunnels on the route.

I like the way Norwegians execute their tenders. Their approach is more than just `not the lowest bidder`
