If and when built, the 14 kilometer long Agua Negra Tunnel ('Ebitan' tunnel) would connect Argentina and Chile through the Los Andes massif.
The IDB (Inter American Development Bank) had made US$ 1.5 Billion available for each country for the construction of the Agua Negra Tunnel. The government of Chile had decided to renounce the loan while Argentina took it.
Argentina has always been more enthusiastic about the tunnel and Chile not so much. There are sporadic meetings with representatives from both countries over the project from time to time, depending on how the inter-country relations are. For example, in 2021, the tensions stemming from Chile's decision to set new limits for maritime rights in South Atlantic had effected the progress in the meetings.
As the new president Gabriel Boric is sworn into office in Chile, there is a renewed hope for the Agua Negra Tunnel project. The previous Chilean president Sebastián Piñera has been known for his stance against the project.
