Currently transportation between Allen, Northern Samar and Matnog, Sorsogon are done via Ro-Ro ferries.
About whether to choose a tunnel or a bridge, I think bridge is de default option and the tunnel is more like `maybe a tunnel could be thought also`. In my opinion it is because of two reasons. First the company doing the feasibility study has more experience on bridges. In 2018, Ove Arup & Partners Hong Kong Ltd. (Arup) was selected for feasibility studies and detailed engineering designs.
And secondly also politicians prefer the bridge option. Because bridges are more visible than the tunnels. Visible infrastructure brings many votes in elections for politicians in Philippines.
