Rather than preventing housing developments by changing/delaying the zoning, the eastern part of the 'Dublin Ring to be' must be a tunnel. That is at least. I think Dublin City Council should go for a tunnel solution wherever possible in this circular road around the city. Funding should not be a problem. If Slovakia is getting funding for its tunnels, so should Ireland.
