Julio Ortiz Andino, Minister of Works and Services of Argentina expects the start of construction for the tunnel that will link Rivadavia and Zonda in 2021. Both departments lie to the west of the city of San Juan.

The 1100 meter long road tunnel will have two lanes. One in each direction. In addition to road transport, the tunnel will also house inside the main pipeline of the Gran San Juan Aqueduct, the gas pipeline designed to supply the departments involved, as well as fiber optics and electrical power lines for the area.

The project is financed by the IDB (Inter American Development Bank).
