In the past there were much talk for a bridge between Zelenika to Luštica over the bay of Kotor. The coalition "Crno na bijelo - Može Bokeški" promotes a submarine tunnel istead. According to the candidate for coalition councilor Nikola Radman, a submarine tunnel is best option which will not endanger the status of Boka which is a world natural and cultural heritage.

The tunnel would be 1700m in a dept of 20-22m. It would cost €60m. It is hoped that European Union (EU) fund it partially.
