The court was told that a private company was interested in building a seabed tunnel in Penang at an estimated cost of RM10 billion through a memorandum of understanding (MoU) signed with the state government, 10 years ago.
The Court was told that the Penang State Procurement Board had recommended and agreed to appoint Consortium Zenith BUCG Sdn. Bhd. (CZBUCG) regarding the involvement of major road and tunnel construction projects in Penang.
