Originally started in 2007. Work given to Nevskaya Concession Company (NCC) without tender. This company allegedly associated with  businessman Vitaly Yuzhilin. Company got 1,2 billion rubels prepayment but did not deliver. Money lost. It starts again.

Interesting that the same people of the first try are again in charge this time. Sokolov (ex-vice governor for transport) and businessman Yuzhilin. Sokolov is currently associated with AvtoVAZ, and Yuzhilin's company Metrogiprotrans (MGT).
