Annual report of the Estonian Foreign Intelligence Service says the chain of command in the proposed financing scheme of Finest / Talinski tunnel between Helsinki and Talling may go all the up to the China's central government, reports The Baltic times.

Reportedly the Estonian intelligence is worried that the financing of the tunnel is just another leverage China is using to assert its view of the World on Europe.
