"Operating a tunnel is 3-4 times more costly than a normal road"
Nye Veier road company decides against a tunnel for Ulsberg to Vindåsliene connection.
Together with their Spanish partner FCC Construcción, Nye Veier looked into 7 different options. Veier24 writes they decided against a tunnel because for the same money they could build a single lane tunnel, they could build a 4 lane road. Moreover, at normal road motorists could have a 100km/h speed limit whereas in the tunnel it would be limited to 80km/h. Nye Veier says there will be significantly less greenhouse gas emissions when not to build a tunnel. In addition, operating a normal road is 3-4 times cheaper than a tunnel.
Norway has already over 1100 tunnels.

Not everybody is happy with a 4 lane road instead of a tunnel. Local mayors speak against the "no tunnel" plans.

Interesting times. In the past people would oppose the construction of tunnels. These days, people protest to get tunnels built.
More communes are protesting Norway's road operator Nye Veier's decision to opt for a 4 lane road instead of a tunnel:
