"Operating a tunnel is 3-4 times more costly than a normal road"

    Nye Veier road company decides against a tunnel for Ulsberg to Vindåsliene connection.

    Together with their Spanish partner FCC Construcción, Nye Veier looked into 7 different options.  Veier24 writes they decided against a tunnel because for the same money they could build a single lane tunnel, they could build a 4 lane road. Moreover, at normal road motorists could have a 100km/h speed limit whereas in the tunnel it would be limited to 80km/h. Nye Veier says there will be significantly less greenhouse gas emissions when not to build a tunnel. In addition, operating  a normal road is 3-4 times cheaper than a tunnel. 

    Norway has already over 1100 tunnels.
