Final Phase of İzmir Üçyol - Buca subway line tender completed

    İznir Üçyol Buca Altgidişi

     

    The final phase of İzmir Üçyol - Buca metro line tender completed. This is biggest project of İzmir history. Üçyol-Buca metro 13,5 kilometre long deep tunnels, 11 station, one depot and 6 km access tunnels total 19,5 kilometre long tunnels.

    In the begin, 13 companies and consortiums interested in tender. But one eliminated. For final bidding 8 companies submit proposals. All proposals opened on live broadcast on 6 September. 

    Here are bids (without VAT) according to İzmir Büyükkent Belediyesi (İzmir metropolitan municipality) website:

    • Gülermak - 3 billion 921 million 498 thousand TL.
    • Yapı Merkezi – Nurol İş Ortaklığı - 3 billion 392 million 950 thousand TL.
    • JV Of Dillingham Construction – Özaltın İnşaat İş Ortaklığı - 4 billion 357 million 481 thousand TL.
    • Bayburt Grup & Azercon OJSC İş Ortaklığı - 4 billion 721 million 866 thousand TL.
    • Doğuş İnşaat ve Ticaret A.Ş - 6 billion 932 million 477 thousand TL.
    • China Civil Engineering Construction Corporation ve Kolin İnşaat İş Ortaklığı - 6 billion 998 million 246 thousand TL.
    • Dentas - Gürbag İş Ortaklığı - 7 billion 196 million 217 thousand TL.
    • EEB-CRFG-CREGC-MAKYOL Konsorsiyumu - 9 billion 682 million 906 thousand TL.

    From the words of İzmir mayor Tunç Soyer (he also watched tender proposal openings online broadcast), lowest bidder is not automatically lowest bidder. He said he is happy with strong technical and financial structure of bidding companies. But he said there are bid differences between bids. He said they will ask companies the reasons for the bid price difference.

    In past, İzmir has examples of not giving work to lowest bidder. Most recent example Fahrettin Altay - Narlıdere subway tunnel work. There work as awarded to company giving closest price to median price. Work was awarded to Gülermak.

    But this time I feel lowest price will be awarded because Gülermak gave lowest. Gülermak wants to get İzmir work. Because in other parts of Türkiye work is awarded to companies close to Erdoğan's party in general. This time tender rules different. Because European Bank for Reconstruction and Development (EBRD) provide 125 (increased from 80) million euro credit for the 1 Billion 70 million cost project.  Because of this foreigners were allowed to participate in tender.

    According to municipality website: "With deep tunnel method using Tunnel Boring Machine (TBM) and NATM 13,5km long tunnel 11 stations will build. Subway tunnels work automatic without drivers.
