@Pankaj If the brushes are in bad condition it is bad news.
True, subpar-Joe diminishes the function of brushes to dust/earth stoppers. And qualified-joe uses them - with a lot of greasing- to stop excess water and also some pressure balance.
But let's note overestimate the importance of brushes. I think it is a lot of bullshit being produced with all that "water aquifer" en so on.

Aquifer is an easy excuse. "It is the nature bro!". Apparently here they moved too fast, they excavated too much earth without realising that it is not the excavated earth but the earth flowing under the houses flowing in!
