This is a paper produced by two Vietnamese scholars at Vietnam in institutions with Vietnamese public money.

But it is the Germany company Springer that profits from it and you have to pay Springer more than 30 Euros to be able to read it.

How much more crooked can the situation be?

Also the Elsevier from The Netherlands.
Such publishers are indeed bloodsuckers. All that research is paid with the public money at public universities or public research centers and the very own students and researchers of these universities have to pay Springer, Elsevier et al to read their own research results!
This cannot go on forever.
