I'm not a fan of these terms but, in this specific case it is indeed the term 'snakeoil' an appropriate one, unless one opts for harsher terms.

This is, simply put, utter nonsense.

I have no doublt such tunnels will be built maybe in 100 years or so. But it does not make it a vision. A vision must have some doability within a reasonable time period.

A subtle difference between utter nonsense and vision can be best displayed with the following examples:

• this Dubai utter nonsense 
• Elon Musk's Las Vegas Tunnel.

Have a wild guess which one is utter nonsense and which is vision.

Safe.

Even if it is built, it will most benefit UAE and not India. India will not pay for it.

This project benefits India as well as UAE. Because of this India must also contribute to finance.

It is much better than financing useless Antarctica "science" campus just for prestige. This project will be great for economy of India.

Building a tunnel including a submersed part under the sea in and around United Arab Emirates is an extremely risky business and probably it will remain so in the coming 50 years or so:
