Maybe so. Maybe he is not a detail person but somehow it is working in the case of the Great Britain - Norther Ireland tunnel case.
Since Boris Johnson floated the tunnel idea (half seriously?), suddenly people started talking about it and more recently it even made it into the agenda of the more serious entities like The Institution of Civil Engineers (ICE).

It is a proposal you don't expect from a Britain, with all its out of date infrastructure.
Probably a tunnel is not feasible for the route marked on this map because of Beaufort’s Dyke (a submarine trench reportedly deeper than 200 meters). But for the second route (not marked on this map) frrom up north from Kintyre peninsula to Ireland is more feasible.
All things given, at this stage it seems lipservice by a politician stuck in a Brexit nightmare.
